What twisted version of the alphabet is this? Google gives me nothing on 'Hexadecimal alphabet'. Is this some sort of replacement for ASCII or Unicode? If so, then how does it work, and what are the benefits of this over ASCII.

EX: Press Alt+3937 to type A

Aahhh, do you mean those. Those keys are usefull when you want to make special characters that you can't make on your keyboard using combinations of keys or single keys. Like when the Euro was first introduced in Europe, none of the keyboards could make a Euro sign, so everyone would press Alt+4numbers to make one. Using this to make uppercase or lowercase characters is completely useless.
