Is this some sort of replacement for ASCII or Unicode? Those keys are usefull when you want to make special characters that you can't make on your keyboard using combinations of keys or single keys. Like when the Euro was first introduced in Europe, none of the keyboards could make a Euro sign, so everyone would press Alt+4numbers to make one.
