FileOpen failing when FileExists succeeds

Why would a fileopen return -1 when a fileexists returns a 1?

If FileExists($work_folder & "\file name.txt") = 1 then
     $file = FileOpen($work_folder & "\file name.txt", 0)
     If $file = -1 then
           msgbox(0, "Error", "cannot open file")
           Exit
     EndIf
EndIf

1) The file can be opened in notepad

2) The file is closed (in notepad) when above code is run

?

The code works for me as expected... running 3.3.0.0 and 3.3.1.1.

If FileExists($work_folder & "\file name.txt") = 1 then

           Exit
       Else

I believe it is Windows that restricts you to 512 open file handles per process rather then an Autoit.
