Modif an txt file on internet full CHMOD

hi guys

i try to make an remote to my tool @ internet and i want to use an simple way...like txt file read and if x=1 then do something and if 0 then do nothing...this problem it's solved but i want to make an client to this...like to set the x to be 1 or 0,

i think to an ftp 777 chmoded file and to rewrite some part of file but i don't have an clue how to make it, it's there some way to write an file on host using ftp or http or some other way to do that but without connection server/client, i want to make it to be server-host-client

then server set an option client will check it lets say every 1 min and if it's true then do his job if not then sleep
