Is there a way I can make a GUI look like an active window at all times, even when the window is deactivated?

The ways to show a window are listed here. None of those show the window as activated when it isn't, so I suspect that the only way to do it is to draw your own window somehow. Maybe a skin?

On the other hand, I want to show a parent window as active when a child window is active and I haven't been able to do that, so if you know how to please tell me.
