How to save a cache memory

Windows is not designed to do this. You can use the hibernate state which will write its memory to disk. The purpose of a restart is actually to stop all running programs and services, go to a full shutdown, then start again from scratch. If you don't want it to start from scratch, then you don't want to reboot the computer. In that case, check out hibernate.
