client and server side alike stuff

i want to try to make 2 programs.. well one but its contents are 2 files one is on client side other server side..

and so client side would keep sending message to server side and server side would read if the message was sent and received every 5 seconds or so

if no message received from client side then the server side program would shutdown client side program(also any other program not just the client side program but like notepad.exe or anything other u know...)

possible to do this? and if yes how? a few hints would be apreciated very much !
