For example: When I run xy.exe, then it writes into a file like this: Program [xy.exe] started... And when I close it then it writes: Program [xy.exe] ended. Are you meaning you want to write out to a log file for every program started, or just looking for when a specific program starts? You could always run a ProcessList command in a loop and watch for differences in what's running at each iteration. It would probably slow your system down considerably though depending upon how often it's checked. Isn't this the job of the N-S-A Ha, personally I use it for tracking down the source of a virus, see who has logged in to the machine, when an update was run, whether or not some kid ran a game from a flash drive(schools), etc...
