My au3.properties file is not parsed in %HOMEPATH%

How can I make SciTE read my au3.properties file from my %HOMEPATH% (C:Users<username>) directory?  When I put the file in the "C:Program FilesAutoIt3SciTEProperties" directory, SciTE parses it, but when I put move it to "C:Users<username>", SciTE doesn't parse it.

 

I have several commands defined in the au3.properties file, and I set hooks in the user.context.menu so I can reference them.  If they do not show up in the right click context menu, I know that the au3.properties file was not parsed.  I don't want to change anything in the "C:Program FilesAutoIt3SciTEProperties" directory because of UAC issues.

 

I'm running SciTE 3.3.0, in SciTE4AutoIt3 on Windows 7 (32 bit).
