Though you worry me when you say a "username list"? I hope you would have better protective measures than this. If you do go down this path then may I suggest you check out CodeIgniter, it's something I have been using for a while and very easy to use. I also use the CodeIgniter RESTful server (search github) which I have done quite a bit of work on myself.
