can add "Administrators" to another group only by command line - why not manually?

ok, here's me probably missing the obvious again... it may be the late hour, but this is something i just don't get:

i create a new local group. i want to make the local "Administrators" group a member of that new group.

i cannot do that manually, as the "Administrators" group does not appear in the list of users and groups that i can add to the new group.

however, this command line works:

net localgroup "MyNewGroup" "Administrators" /add

not that i mind doing it via command line :-) but why can't i do this manually?

How are you trying to do it manually, and what OS are you using?

If I posted any code, assume that code was written using the latest release version unless stated otherwise. Also, if it doesn't work on XP I can't help with that because I don't have access to XP, and I'm not going to.

thanks @JLogan3o13, i realized that when i noticed that even when the command line succeeded, the permission were not actually propagated. now thanks to your link i know it is so by design.

as a "solution", i changed the process to list the local users in the group so i then join the users instead of the group itself, with a proper notification.

@BrewManNH, i did not mention the OS as i tried it on several (2008 & 7 in a domain, and a standalone XP). all produced same results.
