WinPE FileOpenDialog Filter

Sorry this is a repeat of this question:

I just cannot find out how to make the filter work in  Windows PE 10.  I don't really want to give a customer a Win10PESE build.  

It works fine in Windows.  I've read that a dll dependency may be needed for (comdlg.dll I assume ?).

Ive tried alot and I just cannot figure this thing out.
