  • 0 - Turns off Num Lock, Caps Lock, and Scroll Lock
  • 1 - Turns on Caps Lock

Doesn't load until after login...right?   What about at logon screen?  Without testing, I suspect either the .DEFAULT or one of the other local account profiles is where it needs to be set for the login screen.

 

edit: .DEFAULT confirmed by @argumentum in link below.  Thanks for finding an sharing. ;)
