How can I change the background on Windows 10?

Right mouse click, Personal Preferences (Bottom Option), Background ....  just select another image......  done :)

I'm not sure that is possible. The background image information is stored in the registry. So unless you're just swapping files and restarting Explorer.exe, there's no way to make it permanent.

If I posted any code, assume that code was written using the latest release version unless stated otherwise. Also, if it doesn't work on XP I can't help with that because I don't have access to XP, and I'm not going to.

Update the registry and then perform this command:  RUNDLL32.EXE USER32.DLL,UpdatePerUserSystemParameters ,1 ,True

Save as a theme file i.e. copy from "C:\Users\" & @UserName & "\AppData\Local\Microsoft\Windows\Themes\whatever.theme" and do a ShellExecute on it. The .theme should be associated with the 'personalization' window and apply / saved to the above location.
To refresh the desktop without restarting explorer.exe try DllCall("shell32.dll", "none", "SHChangeNotify", "long", 0x8000000, "uint", BitOR(0x0, 0x1000), "ptr", 0, "ptr", 0)
