Encoding problem - detecting/converting

I have such a snipet:

Func _Example()
    Local $sStringToCheck1 = 'Jeżeli'
    Local $sStringToCheck2 = 'Jeżeli'
    MsgBox(0, '', StringToBinary($sStringToCheck1) & @CRLF & StringToBinary($sStringToCheck2))
EndFunc

This should demonstrate that first and second string are not the same (I hope so).
They have diferent encoding.

The problem is that I have single text with mixed strings.

The questions are how to:

  1. detect if file contain first encoding (which is bad in my case)
  2. how to convert bad (first) encoding to proper (second)

Remarks:
Remember that single file contains both strings.

@OP You will see the difference between strings using an editor with 'composite fonts'.

The first string contains a combining dot above(Ux0307).

The second string has a latin small letter z with dot above(Ux017C).

Both string use the same encoding but they differ in Unicode normalization form.

Unicode Normalization Form: see https://r12a.github.io/scripts/tutorial/part3 and search for "Precomposed vs. decomposed" to see how this works in Latin scripts. Read about Windows support: https://msdn.microsoft.com/en-us/library/windows/desktop/dd374126(v=vs.85).aspx

Change normalization form of a string: https://msdn.microsoft.com/en-us/library/windows/desktop/dd319093(v=vs.85).aspx

This wonderful site allows debugging and testing regular expressions (many flavors available). An absolute must have in your bookmarks.
Another excellent RegExp tutorial. Don't forget downloading your copy of up-to-date pcretest.exe and pcregrep.exe here
RegExp tutorial: enough to get started
PCRE v8.33 regexp documentation latest available release and currently implemented in AutoIt beta.

SQLitespeed is another feature-rich premier SQLite manager (includes import/export). Well worth a try.
SQLite Expert (freeware Personal Edition or payware Pro version) is a very useful SQLite database manager.
An excellent eBook covering almost every aspect of SQLite3: a must-read for anyone doing serious work.
SQL tutorial (covers "generic" SQL, but most of it applies to SQLite as well)
A work-in-progress SQLite3 tutorial. Don't miss other LxyzTHW pages!
