OP's question is clear as mud. Of course you can store things using an RDBMS server (or local engine) or remote server, then retrieve it.

Why store text as BLOB is another question.

This wonderful site allows debugging and testing regular expressions (many flavors available). An absolute must have in your bookmarks.
Another excellent RegExp tutorial. Don't forget downloading your copy of up-to-date pcretest.exe and pcregrep.exe here
RegExp tutorial: enough to get started
PCRE v8.33 regexp documentation latest available release and currently implemented in AutoIt beta.

SQLitespeed is another feature-rich premier SQLite manager (includes import/export). Well worth a try.
SQLite Expert (freeware Personal Edition or payware Pro version) is a very useful SQLite database manager.
An excellent eBook covering almost every aspect of SQLite3: a must-read for anyone doing serious work.
SQL tutorial (covers "generic" SQL, but most of it applies to SQLite as well)
A work-in-progress SQLite3 tutorial. Don't miss other LxyzTHW pages!
SQLite official website with full documentation (may be newer than the SQLite library that comes standard with AutoIt)

XML, HTML , csv,  ini,  also are txt.  The same RTF, EML.

We store all this kind of files as blob.

Its depend on considerations and assumptions which was taken in development process.

 

If @Loc think about parsing INI to recordset fields then, it is aboher thing...  just use SQL query....

INSERT INTO ........

I know file is taking 2xSpace, as blob saves each byte as a 00. .FF notation... so single byte became 2chars.

I know TEXTUAL storage, as string is usefully if you want to have full text search feature.

But....

We have one table for all kind of files. One set of function to maintain them all in the same way like file.

Former developer choice.

Text is best stored as UTF8, taking 1 byte for pure ASCII, 2 bytes for most usual Unicode characters in latin-type languages (and much more in Unicode BMP).
The easy benefit is that you can query SELECT xxx FROM ttt WHERE xxx LIKE '%searched%' even without FTS engaged, create partial or computed indices, etc.

In my view BLOB is only a fallback when it's possible that your file format contains NULs. Even encoded stuff like base64 and friends which doesn't make any sense as text is eligible to text storage datatype.
