If POP3 is disabled on the server, then most likely so is IMAP. I guess you'll have to do it this way.That is correct. We have Exchange. They get into a PST via Rule Wizard. Outlook doesn't use IMAP to communicate with Exchange if I remember correctly.Your only option is interacting with the PST file if you don't have the access or ability to change the server. That's fine, though.
