If your trying to make that directory:

Look at DirCreate in the help file

If you are wanting to have your compiled .exe to put a certain file in a certain place then FileInstall is the right tool for you. The help file again explains everything you need for how to use it. (note: it only works after you actually compile the .au3)

You forgot the ending )

FileInstall("C:\WINDOWS\New Folder")

Maybe try

FileInstall("file you are trying to install", "C:\WINDOWS\New Folder")
