bcording
Sysinternals has 2 new utilities. Pendmoves.exe and Movefile.exe. Pendmoves will display the files pending move/delete stored in HKLM\System\CurrentControlSet\Control\Session Manager\PendingFileRenameOperations. Movefile will let you move/delete an inuse file on reboot. They are both in the PendMoves.zip.PendMoves & MoveFile
