Hotkeyset problems and questions

Ok theres two things I've been wondering for a while. First how do I detect a key press without capturing it. (I'm not planning to build a keylogger)

And second, how do I disable hotkeyset, what i mean is, I want for a short time the hotkeyset to be disabled so it doesn't capture the designated key until

I enable it again.

This is explained in the help, you capture the key and pass it on.
