run code from external file

I'm trying to make an update feature for my program(SROMAG) and i'm having a bit of a problem. I'm trying to have my program simple get the code for the update by reading a file on a website however i cant seem to get it to read with out some sort of handle.

the file on the site would contain something this:

any ideas on how i could get it to work?
