detect internet conecction

hello, i have various programs like bitcomet and rapget, but the problem is with the bitcomet it consume lot of speed from internet but there times where rapget is not downloading and in those time i open bitcomet,

my question is

is there a form to detect if the download rate is about 20k so when it goes lower bit comet opens automatycally

Note that you can do the same to RapGet and BitComet aswell in their own native interface. Just set them both to a third of your down speed or something.
