How to add taskbar on GUI ?

My definition of the taskbar is the bar on the bottom of your screen (usually) that contains the Start button as well as quick launch icons, open windows and tray icons... Is that what you mean?

The task bar is not one type of object. It's practically a whole GUI in of itself. You'll need buttons and labels and lots of programming to make it work right.

I'll suggest you use samurize to this sort of utility. http://www.samurize.com/modules/news/

Download samurize and add the wanted icon and place an empty textfield over it that links to the application.

It's not that difficult. You just have to explore the gui.

I am making script, that must disable access to things that I don't allow to use.

I planned it as desktop environment, but it's hard to use without taskbar.
