Some Questions relation to opening Windows Color Management

So, I just had the idea that I could make my computer a disco like. In vista, it has a Windows color management tool, which allows you to change the color of the taskbar and titles bars, etc. I wanted to make a program to move the slider back in fourth, to change the color while I use my computer. I have the handle of it, and tried GUICtrlSetData, which didn't work. My other issue is how to run this window color management tool. Thanks for your help guys. I have attached some pictures below of how this could be done.

In this picture I need to set the color intensity to 100%, and then press the show color mixer, which will reveal the other picture. Then, set the brightness to 100%, and then move the slider "Hue" back and fourth. All doing this 'hidden'. Like have it ran @SW_HIDE, and do it all hiddenly, if possible.
