here's an example how it could be done.

Create a file calles input.txt containing 1 name per record, save it and run this script:

#include <file.au3>
Dim $names
_FileReadToArray("input.txt",$Names)
$winner=$Names[Random(1,$names[0])]
MsgBox(0,'Lottery',' and the winner is :' & $winner)
