2003	ProcessWaitClose() using too much CPU	Valik	trancexx	"I've noticed (and confirmed with others) that ProcessWaitClose() - and possibly other functions - are not as idle as they should be.  I was seeing anywhere from 5-10% constant CPU usage in what should have been a 0% usage scenario.  This needs investigated and resolved.  Other wait functions need investigated as well to see if they are affected.
