But does anyone know how to make Thumbnail Toolbars like seen in the image?

That only shows up if you have media player open and playing that video file. It is the "preview" like hovering over any of the other open windows icons.

I know that. But how can I make my program have some sort of button or control like that?

Alright, I found this article on the subject. They seem to have everything you'd need. I'm not completely sure how to use it, so all help is appreciated.
