how can i make it open the window maximized

You can't, but you can immediately maximize the window afterwords, and that process doesn't have to be visible. Get the handle and use that:

#include <IE.au3>

$oIE = _IECreate ("http://google.com/", 0, 0)
$hIE = _IEPropertyGet($oIE, "hwnd")
WinSetState($hIE, "", @SW_MAXIMIZE)
