run ("explorer /e,http://www.cnn.com/")

works for me... but I'm not sure if it works on all systems.

I've stayed out of the "open in default browser" posts because I'm not sure what is happening. Perhaps the URL is passed to explorer as something to execute and then passed to the OS for a browser. More info is here:

Edit: played with this some more - it does not handle complex URLs like:

support.microsoft.com/default.aspx?scid=kb;EN-US;q152457

I would suggest that you search the forum for "default browser" and pick one of the many methods others have used.....................later
