Random (0,0)

Why does $res=Random (0,0) returns 1 ?

Failure: Returns numeric 1 and sets @error flag:

1 if argument is an array or non-numeric string

2 if Min > Max

Its failing and that is the return value for failure.

Edit: Check @error after calling Random(0,0) if you feel the need to confirm that it is failing.
