How to make sure that the function HotKeySet and GUISetAccelerators worked with any keyboard layouts. When I have is with the layout is not in Latin characters these functions do not work.

Yes of course! The program works primarily with non-Latin layout. But the hot keys are constantly changing their function in the process of the program. So it turns out the problem.
