How to draw Algebraic curves on top of every program windows?

I would like to be able to draw 2nd degree rational curves (like circles, ellipses, parabolas) at will on screen that can have their shape adjusted(or redrawn) by a keypress.

 

For example I would input the variable values via autoit and have keypresses change the value and show the new shape each time.

 

Is there a way to have that curve line drawn without requiring a window like paint and just be fullscreen on top of any google windows for example?
