StdoutRead to remote cmd

is it possible to read cmd console using this code below code run cmd commands properly but i need to know what exactly happning in cmd console

do you need mandatory  use of wmi or could you use direct DOS command instead?
also, why you say "remote"  cmd?

i think wmi is use to execute code for remote pc aswell ?
