this also do not works on win7 x64

Of course this works on Windows 7, x64 and x86. What makes you say it doesn't?

If you're running an x86 process, @SystemDir points to SYSWOW64, but there's an OSK.exe in there as well. If you're running an x64 process it points to system32. That doesn't mean it doesn't work, it only means you need to know what you're doing with it. BTW, using C:\Windows\System32\ in an x86 process points the script to syswow64 as well.

If I posted any code, assume that code was written using the latest release version unless stated otherwise. Also, if it doesn't work on XP I can't help with that because I don't have access to XP, and I'm not going to.

... how do you set a shortcut always on top?

The shortcut would not be on top but having a Keyboard Shortcut (like Ctrl Shift K) to the desktop shortcut would give you access to the Virtual Keyboard via shortcut or "hotkey"

an alternate plan so to speak.... :)

Put it in the task bar. Technically it's not 'always on top', but it'll be visible unless a full screen app is running. And the task bar itself is visible..

... another way to go ...

when I run the script on win7 x64 using ShellExecute(@SystemDir & "osk.exe") I get an error message popup from the osk itself that says: "Impossible to start on screen keyboard"

... maybe OP need to use osk virtual keyboard because him has not the real one or maybe is broken, so to setup an hotkey could not be the right direction .... :P

I don't get that message on Win 7 x64 here, running the script in x64 mode, it just runs the OSK. I do get it when I run that command, on a Win 7 x64 system, and specify to run the script in x86 mode. I'm guessing it's a Windows thing in that case.
