http packet capture/filter/modifier. How can I do?

Hello. How can I Do something like traffic filter. I need to capture http data then filter (mod, block or just execute packet). This may be proxy app, or winsock hooker, or anything... I try do it with WinPcap library, but that listening traffic, no more. Just give ideas.
