In XP if you use Shutdown(1) it still turns the power off, I think it should say "It is now safe to turn off your computer"

Is there a way in XP to force this to happen?

Does XP even do that? Last time I saw "It is now safe blahdeblah" was Win98.

If you open "Power" in the control panel and you see an APM tab, then you can disable it. Older computers (Pentium IIIs) usually had this, but I haven' t seen it on newer machines.

Otherwise, you might need to change a setting in the BIOS.

First link I could find: http://support.microsoft.com/?kbid=307525
