Run Tidy under the tools menu in Scite or press ctrl-T while in Scite and that will run Tidy and Tidy will add the function name as a comment after the endfunc.

That was sarcasm I hope you got that but yeah the tidy program that is included does this and also in the tools menu if you place the cursor on a function name it'll create a function header for you. I believe there's a create function header or UDF header or something like that
