Help Request: Accessing Control Panel

I need to write an auotit script that will access items in the system control panel applet.

First I am unsure how to even to get the control panel to open? Any ideas? Then once it is open I need to open the system control panel applet itself and get the dialog box up. After that I beleive I can handle most of what i need to do.
