Mouse Tails

Hey would it be possible to use autoit to make something like a mouse tail that follows the mouse around and says something?

I know theres other ways of doing it, but i sorta want one thats always there even when your not on a website.

I'm not real good when it comes to GUI so i have no idea as to how to go about this
