Sensing a value change in one program to make another shut down

Hi all, my first post

I am trying to figure out a script which will allow for one of my programs (which is attached to another one), when one specific value changes numbers it will cause the program it is attached to to close down.

Is this possible, or am I just rambling like a loon?

Two very good options, the other is to write to a system variable, though tinkering with the registry is the most reliable option.
