ShellExecute() verb:"properties" not working?

ShellExecute("Notepad.exe", "", "", "properties")

why doesnt this show me the properties?

Thats what the help file says.

I tried it on notepad.exe and on the windows directory. I always get this returned:

This file does not have a program associated with it for performing this action. Create an association in the Folder Options control panel.

yeah me too. but the help file says it should say the properties of that file?
