j2 messenger

I'm trying to get the plugin part of the j2 messenger to run. We are removing administrative rights from the common users, however j2 messenger needs these rights to run. I got the viewer working but the item below does not work, since It's not passing the parameters. Does anyone know of a better way to script this and get the below to work.
