Comparing a tray icon tooltip

How do i continually check the status of another programs tool tip in the system tray. For example, if the looktip says "not logged on" i want it to run certain code, but if it says "logged on" another function?

This nice library has a plethera of things it can do, including some for reading tooltips form other programs.
