Limitation with Tab controls

I desire to display a gui full of checkboxes and buttons in tab "Main" and a bitmap in tab "Image".

I can successfully paint Main, and switch focus to Image, but I have the following (related) issues:

1) when scrolling over Image, controls from Main "pop through" when moused over - even though they (seem to be) on another tab.

2) when I am finished with Image, and return focus to Main, focus returns, but the bitmap from image is not forced to the background with the other tab.

I presume there is a way to keep my tab contents from interfering w/ one another - and I just don't know what it is, and have been unable to find it as yet.
