Monitor for internet access?

What is the best way to monitor for internet access other than using the ping function? Kinda like MSN messenger does. So Only if and when internet access was detected then a function can be called.

Awsome. But how can that be used to constantly be checking for inet connection. I have a systray based app that I would like to call certain function when a inet connection when and if connection is valid, or call another function when the connection is no longer detected.
