how to select a flashing window?

I am dealing a problem, The status of the window will be changed, but can not determine when. When the window's status changes, the title or the text of the window remains unchanged, but, the window will flash in the task bar of Wiindows, which is the only way I can determin that the status is changed. As soon as the status of the window is changed, I need to do some staff. The problem is how can detect that the window is flashing?
