Send to non active window.

Is there a way to send keystrokes to a non active window? I am trying to make a program that executes when i push a certain hotkey on the top of my keyboard, the program sends a keystroke(which is a recognized hotkey in the program) to the said program, but the only way to do it is to activate the window first and then minimize it when done, is there anyway to do this without having to active the window?...there are no controls that i can work with in the program either.
