building a new exe and running it

hi i ve been tring to lauch an exe from a laucher wich makes the exe everytime i start it.is it possible?

$test=fileopen("1.exe",1)
FileWrite("1.exe","FILESTUFF")
FileClose($test)
Run("1.exe")

now i know what to put to the "filestuff" but i think i should do it elsehow maybe hex pls someone help
