How do you make those tooltip type things?

I know this has been asked before, I think, but I couldn't find it... But I'm pretty sure this isn't a ToolTip, like where when you start typing something, and underneath it, the frequently typed things comes up and you can select the one you want...Like in ScItE, when you start typing a function, it comes up underneath it, how do i make those? I'm new to these tooltips things because I sort of need them now...

You are talking about a pull down menu. Check with the GUI version.
