Run and Shell Execute

why does i cant run an exe or even a link.. i try this code but still doesnt work...

ShellExecute("add.lnk", @WindowsDir & "\10011")

or even

Run("add.exe", @WindowsDir & "\10011")

whenever i try the shellexucute it always says i have ro permisson..whats about it...also when i try the run command it says cannot execute external program...how can this be fixed?

by the way, are you sure add.exe is in C:\WINDOWS [remind @WindowsDir]
